Sampling is risky because sampling misses things. You should also consider the supplier risk. From low to high, the lowest risk suppliers are franchised or authorized distributors of the specific brand or product line being purchased, then independent distributors of new parts, then brokers. I would 100% check broker supplied parts. Brokers are high risk and are better to avoid, but if you are building replacement assemblies of old designs that use obsolete components and similar, brokers may be the only way to get what you need.

Franchised or authorized distributors should be the last source you verify. I would be comfortable not checking authorized sources if I was sure of my source, had records to show the source is authorized, and was sure my inventory had not been mixed. You may already know some authorized sources also do business as brokers or independent distributors of other products. The more reputable companies have a completely different name for the broker operation to prevent confusion and accidentally buying a broker part.

Consigned kit risk varies depending on the source. Some customers have good controls and some have no controls. Some customers only buy from low risk sources and some buy from a lot of high risk sources.
