AS9100 Series Auditor Certification - Clarification

One of my friends recently received an email from RABQSA for QMS certification for renewal. Certification cost was hiked from US240 to 310.
1. Wonder whether he can have the QMS cert with IRCA & AS cert with RABQSA?
2. For AS 9100/9110/9120 certifications, any alternate AS auditor certification body other than RABQSA? (It appears IRCA is giving up AS certification). I expect a similar cert cost hike for this also from RABQSA

Please visit OASIS site.On left panel, you would find auditor approval bodies.There are AABs in France,Germany,Japan and few more countries.
