As I said earlier, router/travelers vary tremendously in format and details. I've seen documents like those which identified the actual production equipment and fixtures that needed to to be used for a given operation. In such cases, if a specific machine is down, and the operation can be performed in another production equipment, the authorization for temporary deviation (redlining) is perfectly acceptable, as long as it is done by authorized personnel with the knowledge to allow the change.

My point is: It's the PLAN. I'm not debating content. I'm commenting on purpose and what appears to be an ineffective one at that...

In which case, having a formal method of documenting the change and reason - and not the ad-hoc changes the OP mentions - should be used to refine the planning process. As we know, it's not strictly a document control issue - that's the mechanism - and some analysis should be done on why the plan has to undergo such changes.

The organization shall retain documented information describing the results of the review of changes, the person(s) authorizing the change, and any necessary actions arising from the review.

Can redlining be as simple as writing changes with a pen and authorizing it with a signature or stamp, or does there have to also be a record of the review?

Yes. It's enough to demonstrate it was reviewed.

The standard also talks about responsibility for making the change. The person making the change needs to have the authority to do so.

I'll echo what @Kronos147 stated make sure you have the proper channels approve any amendments. Management is the primary party held responsible for maintaining quality control within the shop.
