What do they mean exactly when they say in AS9100D 8.4.3d - "The organization shall communicate to external providers its responsibilities for the external providers' interactions with the organization?"

is it like "Customer Communication" requirements flowed down to the supplier?

It's simply communicating the terms and conditions & Quality requirements to the supplier.

In case of "simply communicating" shall organization require the supplier to IMPLEMENT the requirements and be ensured that requirements are implemented (by means of second party audit, written notification and so on)?

Tell them what you expect from them. If you are going to audit them to verify your requirements, that should be communicated to them.
