We been asked by a customer to install a FOD program AS 9146.
I think I have it all figured out but am not sure what the
Sponge count form is 7.3. I have a copy of a form but what is its
purpose?

I have not seen the form you are referring to, but sponge count is a term/practice coming from healthcare where the surgical team accounts for all items used during a surgery, in order to ensure no item is left in a patient's cavity by mistake.

I agree with Sidney's definition, but where are you seeing this reference in AS 9146? It only has 5 sections, and the word sponge is not in that document.

I agree with Sidney's definition. My customer asked for a FOD prevention program, but he called it a Tool Accountability program. I prepared training and posters using content from the industry group IAQG's website on AS9146,

Look in Supply Chain Management Handbook (SCMH) item 3.4.2
