Interesting. I would not make a big blown-out affair over it, but it's worthwhile to look at what takes how long to get done, and why.
I attached a chart that my spreadsheet CA tracking log automatically generates using the TODAY() time counting function, because it so happens I do track time frames and look at the trends for overdue response, overdue action and overdue closure as these have been problem areas in the past.
I look at those three performance metrics and keep in mind who have the highest and lowest numbers, for what types of system issues, what else was going on at the time, and so on to try to draw inferences on what drove the behavior. Maybe you don't want to do this kind of "armchair psychology" which is fine, but it is fair to comment not just on the hard data, but on man-material-machine factors of the timeframe the more questionable data points occurred in.
You could do the same, just do so on paper using sections listing the three types of metrics, the CARs producing the highest/lowest points and the groups who own them. I would avoid using individuals' names because it's not usually about Johnny or Jane being recalcitrant - problems in setting and hitting realistic targets are very often a system matter.
In a different system I use the SUMPRODUCT function to count types of repeat issues among groups.
