Auditing General Manager/Manging Director

Our system has been recently certified to ISO 9001-2000. One of the suggestions made by the Lead Auditor was the Internal Audit should be conducted on the General manager as well.

The onus of auditing the GM has fallen on me.

Any ideas what kind of check list I would have to draw up for this audit.

Any help will be appreciated.

Try to discuss with the GM in advance what functions he performs that would be auditable with a view to being able to track to see if anything interferes with him being able to perform those functions consistently according to plan or whether some aspect of the function could be modified to make the function more consistent and efficient.

The point is to emphasize that the FUNCTIONS and PROCESSES he follows are being audited, not him and certainly not his ability to perform the task.:ca:

One function might be "morning walk around the plant" Ask, "does it take you the same amount of time each day? do you visit every department in order or do you vary the schedule? why? etc. etc.

With the information, you can create a "process" which is auditable. If the GM is not adhering to the process, you can determine why and suggest whether the process needs to be tweaked or whether any interfering processes have to be tweaked.

I think Wes has very eloquently answered your question.
I would just like to add one comment that I find really helpful for focussing me when I audit.

Auditing should be value added.
What can you discuss with the General Manager that would help the business to improve?
Theres no point in auditing him him/her if there is no gain from it.

I dont know if this is what you are looking for but I work at our Administrative OFfices, which is where the President and all of the VPS work. I am the internal auditor for all 19 facilities including this location. Being that I am just the Director of Quality, I was pretty stressed about walking into the hight ups offices to audit them. Technically, I dont know that I should have conducted the audit this way but I did and it worked.

I created a questionaire and asked each of them to complete in order to help them prepare for our registrar surv. audit. The packet contained questions such as:

What are the primary functions/processes for which you are responsible?
Please explain how your monitor these processes
Do you have any current improvement projects you are working on?
What reports do you distribute on a scheduled bases?
Indicate Distribution list and purpose of report
Do you have any specfic objectives/goals for your department?
Do you know how to access the online Corrective Action System?
Have you ever generated or been assigned a CAR?
Do you know how to access the following on the intranet:
Policy Manual
Procedures
Work Instructions
Internal Audit Results
Forms
MSDS Sheets

Do you conduct any meetings on a regular basis?
Are the documented and is attendance verified?

I allowed them about a week to fill out these worksheets. From this info I was able to gather information for my audit. For instance:

By asking the question about the reports and who they were distributed to, I was able to follow the flow of the information and what each person does with it.

By asking if they had any current goals or objectives I was able to ask how they were measuring them?

etc. etc.

This turned out to be a most beneficial excercise. Not only did it provide me with info I needed in my department, it also help them better understand what is expected of them with regards to our Quality System.
