It is easier to preach then put into practice, but I have not been able to find the solution for problems in similar process. My suggestion for what its worth is to concentrate on eliminating / reducing the causes of the defects rather than measures. What are the causes of the smudges – grease on rollers, loose paper fibre, varying paper quality ink running low etc. What can be done to prevent these incidents? How effective is the preventive maintenance schedule can it be improved upon? As an immediate action, can the operator take samples during production pull a sample at regular time intervals if a sample is OK release the stock, if not inspect all product produced since the previous check.
Improve your process by reducing the causes of the defect, your confidence in the process to meet your customer requirements will grow.

My problem is not the proces, we have very few problems, in fact. We need to establish an AQL in contracts, so we don't get returns of product for ridiculously low amount of non-conform product. And we need a sampling plan good enough to assure that AQL. And furthermore we need to log the results of inspection as evidence for ISO9001 clause 8.2.4.
I understand that a random sapling may not work, is there another kind of samplig plan, beside random I mean.

Random sampling should NOT be a problem.

If the sampling is random, it doesn't matter how the defects are arranged.
If the defects are random, it doesn't matter how the sampling is done.


The only problem comes when both the sampling and the defects are not randomly distributed. For example, if the sample tends to come from the beginning of the run and the defects tend to come from the end of the run, then you will clearly tend to undercount defects.

Since you can't control how the defects are distributed, then the obvious choice is to always do random sampling. This will guarantee that you get a random sample of the defects.
