You could eventually refer to "job descriptions", if any, or directly asking to them looking at the Company chart in Quality manual.
Try to understand if there is an effort towards 8 principles of Quality Management, that could be a good common basis for whatever audit dealing with Top management issue.
Some aimed question could be directed in order to understand if they have understood their role and responsibility, the Company mission and the product/service it provides, if they have set clear objectives based upon strategical planning and how they monitor them , what is the process in place of decision making, how they monitor the job of the chief executive and how well the Company goes and give the right directions in case of problem, how they are engaged to find funds to enlarge the business, how they partecipate in strategical organizational issues and so on...
Evaluation should be based on data and evidences in a certain time-frame, if the objectives on short-medium time have been met and the status of long-terms ones.
