The only bad nonconformities are the ones we do not know about.
Your QM's fears will drive out early reporting of system, process and product nonconformities and up will go your costs of nonconformity (= out of business).
You could, somewhat euphemistically, name failures of the system to fulfill requirements as: "needed improvements".
Many organizations go through this thinking only later to recognize the value of calling a nonconformity a nonconformity.
Hopefully your QM will remove the fear of employees and auditors reporting nonconformity soon.

BTW, many of us stopped saying nonconformance in the year 2000.
My boss ( QM ) doesnt want us ( Internal auditors) to put Non conformance in our internal audits eventhough they are really non conformance.. he reckons a NC is " Company Closure"..
