Actually my question has two parts:

1) Whether 8.3 clause of standard covers both manufactured and purchased products?

2) We have made one Employee Handbook in which code of conduct are mentioned plus leave taking procedures etc. This handbook is under the HR department. If someone is not following leave procedure then non-conformance should be raised. In our NC form we have to mention ISO standard clause as well. Kindly confirm which clause should be mentioned there? Is this 6.2.1 or something else?
Regarding the second question, I believe we're leading the poster astray. An employee handbook that cites procedures for employees to follow to request and take leave would not be part of the quality management system. In my opinion, this is a human resources issue that is unrelated to the QMS; I don't think any clause of the standard applies to that situation.:2cents:

Can you please elaborate more that if a worker had trained then how 8.3 clause fits that???

my comment is:
if your employee don't know how to operate to cause NC, that's your training doesn't available

otherwise, the worker had known this operation will cause quality problem, i.e. the worker have awareness but they don't follow procedure to do, and caused the product doesn't comply with the standard, so i think this situation is belong to clause 8.3

I agree with WCHorn. The example of a worker not following the leave procedure is a matter of conduct/discipline as laid down in your appropriate manual. Otherwise it will be mockery of QMS if we try to somehow fit every situation to requirements of ISO 9001
