Electronically, you mean? Not that I know of (so probably, no). Anyway, ANVISA is reviewing its processes to streamline some stuff (for example, to reduce the number of topics related to petitions, there are too many, and several confusing ones, right now0.

Not just electronically, but for Registro/Cadastro initial registration and amendments in general. The current system for updating registrations seems to be overly burdensome and slow.

Well, as I mentioned, they are trying to rationalize the number of topics for petitions (which include initial and amendments) as one of the initiatives for streamlining the processes. There will be more in the future. For example, they are finally going to publish a guide on significant changes.
