Business expanding - Campus vs Multi Site Certification Structure

Hello all!

My mind is boggling at the moment.

We are an AS9100 certified manufacturing site, making plastic parts, looking to expand. We are in the process of moving our engineering and toolroom off site as it's our only option (and the least risk).

Problem is, for the re-certification, we have to decide whether we will be a campus or a multi site. There are, as I see it, only 2 issues.

1) Engineering would like to receive materials in at their new site
2) Engineering would like to raise their own purchase orders to get sub con tooling work done, send out and receive in on their site

From what I can see, as long as the main site - call it site A - receives in orders from customers, completes the contract review, sends the requirements to engineering to have the tool made, the tool comes back to site A for validation and released from site A, then that is the value stream.

From what I understand, for campus:
1) Engineering could receive materials in, as long as it was inspected, scan in the paperwork, get quality on site A to review the paperwork and release it
2) Engineering would have to raise a requisition to site A, to raise a Purchase Order for any sub con work required - as purchasing / supplier control would have to be on site A

The trouble is, Engineering would like to do all their own purchasing, and receive in their own materials - but that appears to be moving in to multi site territory.

I'm of the understanding multi site requires Engineering to have their own quality system, their own limited management review, internal audits etc.

Any ideas?

Where are you getting this understanding from?

Based on what I see, your scenario is of a Multiple Site configuration. But, remember, this is supposed to be a process-approach QMS Standard. Think processes, not locations. The Engineering slanted procurement process can differ from the volume production one, but both need to comply with the intent of the AS9100 standard.

My understanding has come from information received from an auditor...

So If main site A controlled all suppliers, could site B use the internal approved suppliers list that site A maintains, raise a PO themselves and receive goods in directly to site B - as long as the inspection activities were conducted correctly?

We don't want to have to do all purchasing for site B, on site A, as this would slow things down. but we could easily control suppliers from site A.

Site B's whole operation is a support activity to site A.

The document that defines the certification structure for AS9100 registrants is AS9104/1. You might want to get a copy of it since you have to "declare" your structure to the CB.

Quite frankly, no organization should adequate it's business processes and modus operandi to fall perfectly in the definition of a document such as AS9104/1.

As I said, based on your description, I do think the multi-site structure is the one that best approaches the description. In practical terms, for an organization as yours, being a multi-site or campus structure makes almost no significant difference, in terms of certification.

Run your business as you best see fit and let the auditor identify any potential nonconformities if s/he can.

Just a quick update on proceedings:

Back and forth with questions to the CB.

We seem to have settled on a campus setup. Supplier control and approval will be at HQ, but 2nd site can place orders and receive materials. Release of materials will be from QC at HQ. Any delivered product from 2nd site will be validated at HQ. The single value stream is intact.

I'll let you know how it goes once the audit is completed!
