Can a single layer of 0.4mm insulation sheet fulfill Class II protection?

Couldn't find an fitting answer by search to my question:

We are wrapping an open frame smps with 1.5mm thick plastic covers made of PA12.
This cover will be tested against requirements of 8.8 Insulation.

For a class II device DOUBLE INSULATION or REINFORCED INSULATION is required.

I interpret 8.8.2 to mean that a sheet of just 0.4mm thickness fullfils REINFORCED INSULATION.
Am I right?
Just 0.4mm seems pretty thin to me, and just a single layer...

From a dielectric strength point of view, 0.4mm should be fine for most materials. For an enclosure, it probably wouldn't have the mechanical strength to pass the force and impact tests, which is why at least 1.5mm would be a more typical value.
