Can automotive makers be certified to ISO/TS 16949?

Hello all,
I asked this question from www.industryforum.co.uk and they answered to me that automotive makers can also be certified to ISO/TS 16949.
The mentiond website has also excellent information about ISO/TS 16949. I suggest you to see it.

Hi !

As a car maker you can be certified, but is not manadatory. Our car maker customer are not certified for ISO TS - at least not the locations we deliver to. The point in the standard is more specific for the automotive supplier.

I am glad to provide answer for an iranian asker !
As you know, "Rules for acheiving IATF recognition 3rd edition for ISO/TS 16949" has two sister documents, one "FAQ's" and the other "SI's" that published and update by IATF if is needed.
there is a question in item # 5 in last edition of FAQ's released Sep. 2010as follow:

"is it allowed within the rules 3rd edition to issue a certificate to an OEM site which produces complete vehicles?"

and there is a clear answer :

Yes, it's allowed. For OEM vehicle assembly, "contract review" and "contract" are represented by the internally documented marketing requirenments for vehicle brand, mix and volumes.
