Can I get clarification on performance measurement and monitoring for 18001?

Wondering if I could get some clarification on section 4.5.1 of 18001. My procedures shall provide both qualitative and quantitative measures.:confused: Need clarification on what they are asking for here.

I completed my OHSAS 18001:1999 Lead Auditor course last week, so please let me preface my response by stating that I am by no means an expert on this Specification.

That being said, OHSAS 18001:1999 4.5.1 states that procedures shall provide "...both qualitative and quantitative measures, appropriate to the needs of the organization...".

In other words, if one or the other isn't appropriate, do not create it. The measures are to be meaningful to your organization.

The difference between the terms of 'qualitative' and 'quantitative' were explained to the class thusly:

Qualitative = Objectives
Quantitative = Goals/Targets

In other words: Reduce machine set-up exertion injuries (Qualitative) by 15% by December 2008 (Quantitative).

One part is the vague, high-level "goal-like" statment and the other part is the nitty-gritty details.

...at least, that's how it was explained to the class...

Good morning, Roxane. I have a question about the qualitative/quantitative thing. If the standard calls for "...both qualitative and quantitative measures" and "qualitative" relates to a stated goal, how would you devise a qualitative measure? Do you see what I'm driving at here? In order to "measure" the qualitative (which the standard requires, if it's appropriate) you must do the quantitative part. So how do you do both quantitative and qualitative measures, using the definitions you gave?

I suppose the most simplistic way would be to measure the metrics two-fold:
  1. Is machine set-up time being reduced?
  2. Are the numerical goals being met?

The key is developing metrics and objectives that are appropriate to the organization and the management system.

My company has a cascading system. Corporate objectives with mill-specific (and developed) goals. We then have mill-level objectives, programs (to use OHSAS language, not ours) and goals.

So for us, the qualitative aspect is "Provide a safe and healthy work environment." The quantitative part is a reduction in medical aids as indicated by goals for 3 years out. By developing the programs so that we can meet the goals, we can monitor our progress both on task completion and the effectiveness of the task and the achievement (or non-achievement) of the goals.

At least, that's how I see things (as a rookie to this Specification).
