I completed my OHSAS 18001:1999 Lead Auditor course last week, so please let me preface my response by stating that I am by no means an expert on this Specification.
That being said, OHSAS 18001:1999 4.5.1 states that procedures shall provide "...both qualitative and quantitative measures,
appropriate to the needs of the organization...".
In other words, if one or the other isn't appropriate, do not create it. The measures are to be meaningful to your organization.
The difference between the terms of 'qualitative' and 'quantitative' were explained to the class thusly:
Qualitative = Objectives
Quantitative = Goals/Targets
In other words:
Reduce machine set-up exertion injuries (Qualitative)
by 15% by December 2008 (Quantitative).
One part is the vague, high-level "goal-like" statment and the other part is the nitty-gritty details.
...at least, that's how it was explained to the class...
