It's possible Jim was right (but that is moot now, isn't it?) but there is no reason why you can't, or shouldn't give your certificate to HR. Making this effort to attain this education should be commended - I call it taking initiative.
I have outgrown every employer I worked for since I left the Navy in 1995. All of my ASQ certifications were achieved, and paid for on my own since Quality Technician back in 1998. I did them to become smarter and advance my career. In all cases I had to move to a new employer to achieve that advancement - but so it goes. It may be possible for you to get recognition one day for this kind if initiative, especially now that your manager is gone. I hope so. Congratulations!
