Can tobacco companies be certified against HACCP/ISO 22000?

I received an email from former officemate asking if Tobacco Companies can be certified against HACCP/ISO 22000. I found it very interesting query.

Anyway I thought I'd post it here for discussion.

Here it is. Any input would be appreciated.

I'm just curios if tobacco companies can be certified against HACCP/ISO 22000. SGS considered it as food. (see attached Questionnaire - Food Certification, page 5 > Processing 2 (Vegetable perishable product) category under D1 Produce).

Facts:
- Over 5 million people a year killed by tobacco
- Tobacco companies know exactly what there product does. Nicotine is one of the most addictive substances on earth. I myself found it difficult to quit from smoking. It took me years to work up to it.
- In fairness, tobacco companies warned people ahead of time of the dangers of smoking cigarettes in compliance to requirement for product warning labels. It read: Government Warning: Cigarette Smoking Is Dangerous To Your Health

Have any thoughts?

Does your friend work in the tobacco industry. Just have a "job" I will be working on in a weeks time and it involves the implementation of a Food Safety Management System for a Tobacco Company.

Any information will be appreciated.

Use of a product is irrelevant to production of the product.

There are many known harmful and potentially harmful products made, including foods, medicines, and tobacco.

My opinion is Yes - HACCP and ISO 22000 are applicable to the production of tobacco products.

• Tobacco products
This as listed in the processing 2 of the food product catagory, could be any type of chewable products containing Tobacco, and I am not sure if Cigarette would fall under food product catagory.
Even chewable tobacco products would have a warning statement. But certainly the HACCP could very much apply.
So can anyone see and let us know what definition is for "Food" within ISO 22000, HACCP (21 CFR 120) and Food Safety. AND
Would Cigarette fall under this definition ?

I think whether tobacco is classified as 'food' or not is irrelevant. It is the risk associated with the way that it is consumed - mouth -> inhaled -> through the respiratory and digestive tract that is. This risk can be adequately managed/addressed by a food safety management system such as ISO 22000.

It would be interesting to know how ISO22000 can be applied to managing tobacco-based products although it is clearly stated to be a certifiable scope. I have not had the chance to implement such as system in this industry. Can anyone with experience in this industry care to enlighten further?

I have a discussion with the tobacco company and have discovered their chief problems are foreign materials which they refer to as NTFM (Non-tobacco Foreign Material). They do not make cigarettes but handle and store the tobacco leaf for export. Other issues encountered include fungal growth and damage by pests (i wonder which pests exactly eat tobacco :). Well i considered PAS 220 as a start and found it perfectly applicable as a starting point. My contact was saying they are some requirements for such systems in the EU and so presently I am researching that.

Spot on as always. In my industry many feed mills are HACCP certified.

I agree with Harry. I think the tobacco manufacturer need to demonstrate its ability to control product safety hazards in order to ensure that product is safe at the time of human consumption. I'm not sure how manufacturer ensures that cigarettes are safe for the consumers. What is the maximum nicotine and tar content safe for human?
