It is not the auditor who makes the certification decision, it is the certification manager who reviews the auditors report and work to make sure they did a thorough, professional and compliant job. But, as mentioned above, it is unusual for the auditor recommendation not to go ahead. However, there is no doubt that technically you are NOT certified until the certification manager has made the decision (in writing). At this point the CB MAY be prepared to issue you your certificate number if you need it urgently, and certificate preparation is going to take a few days/weeks. That depends on the CB and maybe even on your auditor/certification manager.
So, technically you cannot make the claim unitl you have a certificate number, I DEFINITELY would not advertise the fact or send out a press release until you have the number, but you could explain the situation to clients over the phone.
