I would like some feed back as to how others deal with the problem below:

Whom do you assign responsibility (CAR) on problems related to the manufacturer but sold to you through a distributor or contractor?

For instance, if you purchase PCBA boards from a contract manufacturer and find that problems on the board are due to a bad component. Would you assign the CAR to the PCBA supplier or component maufacturer or both? I forgot to add, the component manufacturer is on your AVL list thus, you approved the manufacturer and have asked that the supplier build per the AVL list only.

As for myself, I have been assigning a CAR to both although some say why penalize the supplier for something the manufacturer did. My answer is the supplier should take responsibility and set the proper controls either through their RI department or process (prevention and/or detection system) to avoid reocurrence.

We have run into similar situations before. We received printed circuit boards through a distributor that were not up to specifications. We issued a corrective action to our supplier since they have the contacts with the manufacturer. The supplier in turn issued a corrective action to the manufacturer as part of their corrective action to us. The manufacturer made some changes to their process and our supplier made some changes in their receiving processes. Everything was corrected and we have not had any problems since.

We too issue corrective action requests to one of our suppliers who handles a lot of parts from overseas manufacturers. They are good at logistics but not so good at addressing quality concerns.
We have found that we have to continually ask them to ask the manufacturer for corrective actions, as they seem inclined to respond with 'we don't check the quality of what we supply to you, but we'll do 100% inspection for a week to make you feel better'.
We believe that our supplier should take responsibility for the quality of what they supply us even though they aren't the manufacturer. They are beginning to see it our way but it is taking time.
It comes down to building the relationship with your supplier so they understand their customer requirements!

I concur with Mike and gerrybean. Your supplier (whether a distributor or an OEM) is responsible. They are the only ones you should deal with. You did not cause the problem, so why should you have to do twice the paperwork? It is up to your supplier to get an answer from their supplier. After all, contracturally, any back-charging will likely be to your supplier, not theirs.

I have dealt with this a lot, since most of the components we buy to assemble our machines are from distributors. They know that if we do not get good cooperation from them, we WILL go to someone else - or go directly to the manufacturer - even if the actual product is spec'd by our customer.

Remember: if two people are responsible, no one is responsible (it only leads to confusion as to who is tracking what).
