Apart from Sidney's response which is probably based on ANAB's internal policy, Preventive Actions cannot be included in NCR responses particularly along with the three parts mentioned. These review criteria are for NCR's that have occured already and not for potential NCR's.
Also, the topic in question was 'Improved Corrective Action Responses', so there is no question of mentioning preventive actions.
I think that makes more sense.
