Just ensure that if you rank the severity low, your Hazard Analysis and/or other scientific studies have shown that this risk is in fact low. In terms of frequency of checks, balance what is reasonable to inspect these brushes so that if you do come across during a check and fragments of brushes are gone, you can appropriately contain what you believe to be at risk. So now think of the system aspect of this...who is going to perform this check, how will this person be trained, how will they document that they've inspected, and how are these records retrieved, etc.
