CE and UKCA marking Own Brand products

#1
Hi all. Sorry for asking a question so soon. I have recently been giving some responsibility with regard to CE and UKCA marking. I've taken one customer of ours and using it as a test subject to ensure we are doing everything correctly. With the new UKCA coming to pass, there is lots of confusion within this small company. If anyone can offer any advice it would be greatly appreciated.

We make heating products and mostly sell under our own brand. We have some fellow GB customers that purchase from us and sell under their own brand. I am trying to confirm the responsibilities but a lot of the info out there seems to relate to the medical industry.

As an OBL, our customer would issue their own DoC. We have the required test certificates and technical files for our products that we can make available to any regulatory bodies that may request them. I have read various texts that say the onus is on the OBL to fulfil all requirements and would be treated as manufacturer/economic operator. I have also read of a Technical Quality Agreement that would allow us to assure our customer that we have fulfilled all CE and UKCA marking responsibilities and have all relevant documentation ready for any authorities that may request it. I haven't seen mention of this Technical Quality Agreement outside of the medical industry. Is it applicable here or is there perhaps something similar? Obviously none of our OBL customers would want our details anywhere on product, packaging and instructions. And there would be no point in having a product tested twice by us and the OBl.

So in a nutshell...….can we continue producing products for OBL customers, fulfil all CE and UKCA marking responsibilities and issue a contract or agreement of some kind assuring the customer of this, have technical files for all products that can be made available upon request to authorities with the OBL acting as a go-between?

Any help offered at all for these basic questions...even to tell me a more suitable place to ask the question......would be very much appreciated.
