CE Marking for PCB Components for Laser Printer Cartridges

Hello,

We manufacture components for laser printer cartridges. You may have noticed on your own printer cartridges that many now have a small PCB which allows you to see toner levels, pages remaining etc.

A customer of mine has asked if we have these PCBs CE certified or EMC tested. My investigations lead me to believe that since we are only supply components, we are part of the supply chain and this is not our responsbility. CE Marking is the responsibility of the person who places the product on the market. Am I correct?

When I explained this to them, they asked why mobile phone batteries have a CE Mark even though they could be classed as a component in a mobile phone. My theory is that since these batteries can be purchased separately by the end user they need to be CE approved. If a component is only available to the manufacturer of the final product, it does not need to be CE Approved. Again, Am I correct?

In fact batteries need not be CE Marked either, at least according to this:

It sounds quite authoritative but on the other hand we all heard of laptop batteries exploding/causing fire and the famous SONY recall
Anyone has a good explanation? Is thIS an EU blunder?

Is it in fact the case that the EU has no regulatory expectations of non-medical-device electronics other than in regard to EMC?

i agree with all the argurments stated by you guys, it is more on the safety issues of which it will fall under the statutory and/or regulatory reaquirements.
