It's not clear what you're asking for. The thread title doesn't seem to be related to the post itself, or the document. Listing seventeen procedures as applicable to the job description seems excessive.

I inherited this mess and am now trying to change it to comply with 7.2 as easily as I can. The attached form has skill and competence requirements in the second or third row down. I'm mentally stuck and probably need to toss the entire form.

Competency requirements are first. Authorities and responsibilities are later.
Skills were removed from standard. Experience is alternative to training now.
Responsibilities are more general, authorities are detailed.
E.g. "responsible for product quality assurance in process" and "authorized to implement tests and measurements as specified by work instruction".
