Class 1 vs Class 2 changes

When classifying changes between class 1 and 2, the problem/discussions arises with FFF (form, fit, function) notion that is written in CM standards.
Using FFF test almost everything seems to be class 1? Say you change the size of a screw. This is a form change. But also it doesn't seem too critical for the product. So is this class 1 or it can lso be class 2? Or say, I need to modify some part and enlarge some area by 1 mm because of an error. This also is a form change, but seemingly unsignificant. This should be class 1 or 2 change?
