Clear definition of Outsourced Processes (IATF 16949)

Hello there,

Below is the definition of the outsourced process in the IATF 16949 standard :

"Portion of an organization's function (or processes) that is performed by an external organization"

Does the expression “Portion of an organization function/processes” mean that it has been part of the organization in the past and that it decided at some point to contract it out for capicity or cost issues?

Or are also processes that have always been subcontracted by the organization like painting, HT operations outsourced processes ?

What about BOPs made to your specifications or in contrary off-the-shelf BOPs ? Do you have to consider the supplier's manufacturing processes as outsourced processes ?

Outsourced processes can be those that have always been outsourced (never done by your company), or those that are sometimes outsourced, sometimes done by your company (i.e. maybe when you get too busy you outsource the process for some jobs) or those that are being outsourced for the first time.

I don't understand BOP acronym.

Outsourcing is when any of processes (e.g. Customer Oriented, Supporting) "almighty" organization does itself, is performed by external organization which can not be identified as remote supporting function. :D

Reason why external organization is doing it is irrelevant.

As found in explanation from ISO/TC (Technical Committee) 176 :

An “outsourced process” is a process that the organization needs for its quality management system and which the organization chooses to have performed by an external party.

This definition is not completely clear for process owners. I gave them another definition. There are two types of outsourced processes:

1- if a company does not have one of the product realization processes in-house, such as sales, purchasing, etc. with the exception of design. but if they claimed to be the design responsible, and the design is being conducted by an external company, then it's outsourced.

2- when the organization does not have a process for one of the clauses of IATF 16949 at all. for example, when there is no in-house training or calibration.

Long time ago IATF (I am not sure) had created list of system processes, any standard organization needs and has to perform. Can someone find it for us? Let's say - any of these processes performed by not affiliated external party is outsourcing.
I repeat once more - reason why organization does not perform this process is irrelevant. Lack of operational space, human resources, profitability - no meaning.

The definition is clear..
Portion of an organization's function (or processes) - A portion of a function is performed within as well as performed by an external organization.

Eg. Calibration (Some devices calibrated inhouse, while some devices calibrated from external facility).
