Wow, your plate is piled high isn't it?
EMS and OSHAS have so much in common that implementing them together is doable - in fact, I would prefer doing that over merging the systems later as I will be eventually doing where I work.
In this thread I included a link to an information source from LRQA that may be of some initial help. (I am not affiliated with LRQA) The site also has LRQA's implementation planner for ISO14001 to help give you some idea of what to expect.
IMO, You should first attend schools in both of these standards, to make ready for designing a system. I have also found it helpful to have OSHA's 10-hour card, which you may be able to get with help of your state's Dept of Labor. Check your state's web site for information on available training help for employers; maybe there is something for environmental too.
