Every function requires a specified set of knowledge and skills in order for the employee to meet the functional requirements. This can be translated to training requirements: what training does the employee need to follow to meet the functional requirements: what quality system documents, regulations, regulatory guidelines and standards must be read and understood; which skills must be qualified?

Whenever you hire a new employee, you transfer an employee from one function to another or whenever you significantly change the job specification you need to assess whether the employee meets the functional and training requirements.

You not only need to assess if the employee has followed the training, but also need to asses whether he/she demonstrates the required knowledge and skills during daily practice. You can test this immediately after training through written or practical examination. You also have to do this continuously through annual appraisal programs. If the employee does not demonstrate the skills or knowledge even though he/she has gone through the training, the training is ineffective and an NCR should be raised to fix this (through retraining or imploving the trainingmethod/material/etc).

You also have to do this continuously through annual appraisal programs.
I don't know that annual appraisals are always necessary. Certainly monitoring the outputs of the process on a regular basis would be appropriate.

When debating the meaning of a term within an ISO standard, it often helps to look up the definition in ISO 9000. There we find it listed twice.

3.1.6 competence
demonstrated ability to apply knowledge and skill.

NOTE: The concept of competence is defined in a generic sense in this International Standard. The word usage can be more specific in other ISO documents.

3.9.14 competence
(audit) demonstrated personal attributes and demonstrated ability to apply knowledge and skills.

Consider it for whatever you think its worth.

But i think as the standard cluase

a) determine the necessary competence for personnel performing work affecting conformity to product requirements,


it is mean that the organization must know what the competence needed for those people to perform their job

and according to this they will assign training needed and there are no asking about ( what the education needed , what is the skill needed)

the important is to know what our employee need to make their job


and i think if there is not Job description or competence requirement is not required , becuase may be i hire a person to perform a job and after two month i give him another job and according to the new job the organization will investigate about the new competencies needed for this new job
I will try an example for you :
If you need a cook to be appointed, you will know that you have to see some of the abilities a cook must have ... also if he has been cooking anywhere else for few years.
Having found a person good by your assessment and varification of records of his working as a cook etc ... you appoint him. (You know the competency required for a cook and used it to select and appoint)
Now when he cooks for you, you find that the taste you wish is lacking and then you advise him (Training) like control on salt, oil, spices ... etc etc, and in a while as he learns and performs, his cooking begins to taste delicious.
(Here having determined competency and appointing, you provided necessary training or inputs to meet your requirement.)
