Computer Simulation Validation Tests for Underwater Equipment

Are computer simulation methods can be taken as final validation activity by an ISO certified company? Although the underwater equipment designed by the organization is to be tested in the sea.

Company insists that its computer simulations are enough to validate the equipment. The final underwater test is just a confirmation of the validation carried out through computer simulations (company insists).

IMO, the simulation testing is only that...a simulation of what the company anticipates the environment to be. Sadly, reality seldom matches up with the real world. The simulation may be sufficient to approve for final testing release, but that is as far as I would be prepared to gl.
