Configuration Item definition question

Hello,
I am currently trying to understand configuration management related issues and specifically "configuration items (CI)".
As an engineer who is used to work with parts and assemblies, I am trying to understand:
1/ In a huge assembly (such as an airplane), are all parts/subassys defined as CIs? or CIs are "subgroup" of all the assemblies?
2/ All CM standards speak about managing CIs. What is the difference between (changes) managing CIs and non-CIs? It seems to me that both should be managed similarly (i.e. both should have revisions and both should be released officially by workflow etc). I cannot see which difference should be between managing changes in CIs vs non-CIs?
