Consultant required for applying an ISO14001-2004 certification.

Hi to all,
Our company's electroplating firm is applying for an ISO14001-2004 EMS certification. Through the help of more related threads in here, i'd been able to figure out some required documents.
I've discussed the requirements with the certification body, but they keep on insisting that we should get a consultant.
Here are my concerns:
1. We knew that consultation cost($) a lot and we're still in the process of cost cutting, thus we're trying to avoid huge expenses (if we still had a choice).
2. Could somebody give me a great sample or actual report samples of the following?:eek:
a. Environmental aspects and impacts.
b. Documents or check sheets integrated to Legal requirements and
compliance (Air Pollution/Emissions, Waste Water treatment.
c. Objectives and target programs.
d. Monitoring and Measurement/Corrective and preventive actions
e. EHS( Environmental Health Safety internal Audit policy and Management Review.​
As a management rep,i had obtained an IS014001-2004 managers training and also scheduled all of our personnel for a training/orientation. But still we still asked for a consultant. Hope to see anybody here:eek:

:mg: That sounds very inappropriate. The decision to hire a consultant, or not, should be an internal one. The CB should not have any influence on that. Did the CB indicate why you should hire a consultant? Did they suggest anyone to fill that role?

That may be a polite way for the auditor to say "your system sucks", better get help. Or cynically, my "buddy needs work - hire him...." Best to look into this a little further.

We're still applying, not even visited for a pre-audited yet though the CB's representative (not the auditor) already discussed some requirements on me. I'm not sure if its only me or the reality that the CB (certification body) were trying to compensate more by insisting and referring somebody as a consultant, although i'm open if our experts here says a consultant is a must, then we might go for it.
We already obtained all the legal requirements and licenses to run as a factory (electroplating) after a year of waiting. All i needed is an example of any ISO14001 EMS related reports, I already generated the EMS manual and some required Fact sheets. I just wanted to be optimistic by comparing my documents to some existing EMS aspects and impacts from all generous people around here. If you're willing to share with me or to our company your EMS system, it could ease out my stressful weeks prior to our certification audit.

A consultant can come in and essentially tutor you and the company (I'm not against consultants, being one). Or you can read books and/or you can come here for answers to specific questions. But no matter how you look at it, it will cost you some time and a bit of money.

If it was me and a registrar told me to get a consultant, I would bluntly ask why they are recommending a consultant. If I didn't get a good answer that I could understand (and that I believe to be the truth) I would look for a different registrar.

You may be right about the consultant being a freindly - but it sounds like you are putting together a cut and paste system, some which can pass audit but be fairly useless (another issue). The auditor may be seeing this and giving you good advice.:)

I would note that EMS practices is different in many parts of Asia (including my place) compared to say, US. Here, there isn't a separate body for checking environmental compliance. The regulatory body does periodic check and CB auditors will also monitor during regular audit.

Who is responsible to say which laws you need to comply, what parameters and what mitigating actions? In my country, it is the registered and certified environmental consultants through environmental impact assessment and studies. This report is generally used as the based line for an EMS implementation.

To be fair to yourself and others, you should find out more bearing in mind that you are in a highly polluting industry.

An ISO 14001 based EMS is the same regardless of country or region be it in the USA, France or Japan, the requirements are the same.

Compliance isn't an EMS and compliance doesn't drive an EMS, it's just one of the factors managed within and by an effective EMS. A organization can be a polluter and an organization can be in violation of the law and still have an effective EMS in place if the EMS works as it is supposed to work.

Ya'll really need to get that straight before you go hop-scotching around saying that "this has to be done" and "that has to be done" and "this person has to do it" and "blah blah this" and "blah blah that".

Quit trying to make something that is meant to be simple and easy, difficult and complicated.
