While the standard is the content, an annex within the standard with the intent (purpose / objective) for every clause could have explained it to any user who wants to use the standard for implementation and certification. Mike is on dot.

I, too wish there was an Annex as is included in the ISO 14001:2015 standard. It would have helped.

That said, I have clients in management services SIC who find the new broad language more useful than the specifics that tended to lock the previous version to manufacturing sector applications.

I would have loved to had those guidance documents available to me when I started internal auditing in 2006; certainly I would have liked to have had/known about the Auditing Practices Group page. Maybe they were there, and I just didn't know about them. I can't imagine the standard having that kind of detail and remaining relevant to the broad scope of sectors it is trying to serve.

All of this being the case, I am glad to have access to these pieces of guidance. I give my clients the hyperlinks all the time.

Yes, they were, as I created a thread on them in March 2004.

A genuine question - why is it "The Organization shall determine external and internal issues.." and not "The Top Management" ?

Top Management may not have the knowledge and technical expertise to determine all of these issues. It makes sense for them to delegate this task to those who do.

That's a good point. Context of the Organisation aught to be a major concern of those who set up the organisation in the first place.

Regarding Howtse's point. It is true Top Management may lack the requisite knowledge and technical expertise and may need help from professionals. But they cannot delegate the responsibility for a fundamental point like the context of the organisation that they themselves have set up.

Without the presence of Top Management might as well re-schedule the upgrade to ISO9001:2015 audit.

Ultimately Top Management is responsible for everything that happens or needs to happen in the company.
