Contract Personnel On the Job (OJT) Training - TS 16949 Para. 6.2.2.3

According 6.2.2.3 My plant must inform peronnel of the consequences to the customer of nonconformance to requirements and be able to demostrate how these requirements are accomplished.

We have a department of Facilities, that count on with procedures documented. One of them is about "Electrical Installations". This document have a section about the requirements to enter to the named "Clean Rooms" where the people need to accomplish with some rules about which kind of things can not introduce to that areas (for example scotch brite, wood...) and all the requirements about how use the suit...cover the beard, hair, etc. We do not have any problem with the Plant facilities technicians because they are certified in their document. My principal doubt is about the contract personnel. Right now our plant is in expansion and a new area is building, therefore was contract a company to help with the electrical installations. They are around 30 people...Do they need to know our procedures? Do they need to be certified? If they do not accomplish with the rules of clean room we could have problem of contaminations....on the other hand, if they make a bad electrical installation because they do not know our document of electrical installation they could make a short of laboral because electrical interruptions or maybe cause high voltage our equipments...and then we could make scrap our production.
I think that they need to be certified...but I dont know the scope of this TS requirement. ...Also I have not enough time to certified 30 people!! I have our first audit on almost one week. :confused: :frust:

I do not understand if the contract people actual are installing the facility or working in production

6.2.2.3 Training on the job
The organization shall provide on-the-job training for personnel in any new or modified job affecting product quality,including contract or agency personnel. Personnel whose work can affect quality shall be informed about the consequences to the customer of nonconformity to quality requirements.

If they are in production then they must be trained.
If they are just building the facilities then IMO this is not relevant

The contract people is not working directly in production, however, they could affect the quality of the product if they do not follow all the electrical instructions. Examples: The "Electrical Installations " document have a section with a serie of rules about which kind of material can be introduce in the Clean Rooms, how to use the suit to enter to the clean room, etc. If they do not follow that rules they could affect the quality of our product with an increase of particles in the air that can be source of contamination for our product...then thats affect the quality.
Also, if they dont know all the requirements of our electrical installations a problem related with the equipments could happen...if we have our product in the ovens...and there is an electrical short...all the product could be affected and the disposition will be make scrap.
So, just want to clarify the scope of this specification...
 
With or without ISO/TS you need to train the workers about what they can and cannot bring into the clean rooms for your own protection. The actual electical connections they must also understand to do their work properly as far as I can see.

I think that you should give them a list of does and dont's and they should sign this.

With out this they can still ruin the rooms and say that no one told them.

So so i have understand even then they are not the Direct emp of your co as per the words says that teir work will affect the Quality or Objective of the orgainization you should give the trainning about the objective of the co. Since they are not direct emp of your co it is not worth intrainning them .What you can do is you can call them for a meeting and give them your requirements and document the same for the trainning ref.


But in other view since they are doing only the elecrical wirring and it si same like building the machine so even the Big and good manufacture have some brackdown .So even folowing so many standrads brack down may happen and it is acpected for the continous improvement .SO if it is going to be inthat view also that you can arrange for a trainning meet atleast to communicate your requirement.

We've been recently audited and found that no evidance that the information in regards to the consequences to customer of nonconformity to quality requirements have been communicated to the personnel whose work affecting the product quality during the On-the-job Training.

Any idea/samples on this? Thanking in advance.

Ahadmohd, I'm planning to do this by keeping 8D records which detail feedback to the concerned personnel and attaching any relevant quality alerts, etc. which are also displayed in the working area.

Hopefully this will be enough...?
