We are facing a problem in issuing Drawing soft copies(editable) to Surveyors and QS for taking coordinates and Quantity. How we can control the documents as the drawings are in editable version? Is a procedure is required? and how we can ensure the drawing changes are in control?

Welcome to the Cove.

If you cannot do anything once a drawing leaves your hand, it is not within your control - so, there's nothing to control.

The usual practice is to list the drawing details including the drawing numbers, revision level for each (usually in the drawing title block) and date in the transmittal form to the other parties and your responsibility and control ends there.

The other parties using your drawings as input will have to exercise control over the drawings received from you - usually as external documents. Quantity Surveyors will not changed your drawings. Their measurement will be based on your drawings and any discrepancy noted will be transmitted back to you for further action. Surveyors will come out with their own drawings but somewhere it will be stated that these are based on inputs from your particular drawings.
