Control of Work Transfer: Establish the process to control ,after you started work at your facility then Transferring it to other facility for some reason on temporary basis till the project end.

Outsourcing : Establish the process to carry out the complete work at different facility when you don’t have facility

Outsource work for an organization as identified by 4.1 of ISO/AS requirements typically applies when an organization does not have the capability to do the work that is part of product realization such as heat treat, welding, finishing, etc... This part of the work is then “outsourced” in order to fulfill requirements.

Transfer of work for an organization as identified in 7.1.4 of AS requirements typically applies when an organization does have the capability to do the work but for whatever reason such as ; increase in demand, business strategy, supplier going out of business, etc, the organization chooses to “move” the work already established. This requirement covers the organizations responsibly to “plan” the move effectively.

I am currently in a middle of a surveillance audit and the explanation of Dsalabria is 100% right. We were referring to 7.4 but obviously were wrong.

Think contingency plan when thinking of 7.1.4

7.1.4 Control of work transfer refers to the transfer of the entire work to other external organisation by our organisation for which we received a P.O from our Customer.This is usually done in case we are not able to do our work bcoz of some problems.

Where as the outsourced process means we are giving only some particular process from whole process to other parties to done.

One industry leading aircraft manufacture defines Work Transfer as; A change in responsibility in work or services from one supplier manufacturing location to a different supplier manufacturing location.

It is generally accepted that purchasing a product or service does not alieve the buyer of conformity or contract responsibility.

The issue the definition presents is that a supplier cannot transfer responsibility to another supplier. This would require the aircraft manufacturer to perform the work movement and contract change.

Another area of difficulty regarding work transfer is part category. Most OEM's don't define the part category, they just send suppliers to the FAA's Category Parts List.

Note that AS9100D stipulates
NOTE: For the control of work transfer from the organization to an external provider, or from an external provider to another external provider, see 8.4. For the control of work transfer from one organization facility to another, or from an external provider to the organization, see 8.5.

Work transfer:
Aviation, Space & Defense companies continuously change the source of supply or manufacturing of a component, a component package or assembly across a company or its external supply chain. Such movement of the work (products and associated activities) from one manufacturing site to another
(internal or external) is referred to as “Work Transfer”. Work Transfers often cause On Time / On Quality issues because they are not properly managed.

Outsourced process: There can be work transfer with respect to an outsourced process.
