It's yet another indication that Ford isn't really interested in conscientious supply-base management. When you force a high-performing supplier to do extra, unnecessary work, it's bound to impact cost sooner or later. The surest indicator of cluelessness in supplier management is confusing the container (a control plan form, in this case) for the thing contained (production requirements) and forcing suppliers to pound square pegs into round holes.
This our situation also, and a Ford STA took a control plan out into the plant to do an audit last week. (BTW-I was working in Bowling Green for 5years, was the 1st QM at Capitol Plastics on Van Camp Rd.)
