Controlled EC's - Need some advice on my current Engineering Change process

I need some advice on my current EC process. Currently the company I work for uses the EC process to document "EVERY" change within the business unit. I have been trying to change it so we will use the controlled process to document and store only the customer required changes.
Any ohter change can be document but does not need to be controlled nor does the quality department need to maintain other departments files.
Any suggestions?

You haven't provided enough information for anyone to give good advice. I'm assuming that "EC" is "engineering change"? What sort of business? What sorts of changes are there other than the customer-required variety? What are the arguments in favor of the current system?

I apologize.
Under 7.1.4 change control (TS16949) my company uses this clause to maintain every document change (from BOM's to line rate's, to supplying information from one department to another). I want to implement two procedures...one for a typical engineering change as required by 7.1.4 and a second procedure for everything else. What I want to avoid is having the quality department responsible for everyones paperwork. Of course being the new guy on the block there is a lot of negative comments due to change. Is there anyone else experiencing this? Any suggestions on implementing a robust change control procedure?
