Counterbore - Hole or feature?

I have a drawing that the block tolerances for a .XXX "feature" is +/- .005" and the block tolerance for a .XXX "hole" is +.003/-.001. Which is the correct tolerance to use for a counterbore, feature or hole? Thanks.

I recommend asking your customer. A feature is a generic category of which a hole is one possibility. I can see legitimate arguments on both sides to call a counter bore a feature or a blind hole.
