CQI-12 Internal Audit required by Chrysler - What if we're late?

Does anyone know what "penalty" is for not having the audit completed by Jan 7, 2008? The date is a Chrysler requirement. My external auditor told me during his last visit in Nov. he will be expecting it see it completed (on time).

What can the external auditor do? Probably will write a minor non-conformance. If there are customer requirements not followed, he can elevate to a major. You do not want to go there.

You can start the audit before his arrival, show some of the interim resutls. This might help convince him not to write an N/C.

What prevented you to do an CQI-12 audit before the next surveillance visit?

The CQI-12 as well as the CQI-9 and CQI-11 are customer specific requirements and would be audited as such. Not meeting this customer requirement would be the same as not meeting any other customer specific requirement. The auditor would issue you an N/C. You will have to provide a corrective action which should include doing the audit.

It will be in your interest to have the audit completed on time if at all possible. First, your customer relations could be compromised if you don't and second, you open yourself up for extra work if you get an N/C. You won't get away with just doing the audit. You will be expected to provide a corrective action for the systemic root cause. This can sometimes be harder than just doing the audit.

One additional comment about the CQI's - these may be discussed as simple audits but they are also a confirmation that the underlying requirements of control are actually in place and documented. For example if you do Dip/Spin, viscosity cups must be verified every 2 months minimum; paint temperature, viscosity and volume must be monitored (and documented) 3 times per shift minimum. Once the system is in place and running smoothly the audits are easy. It is the "getting ready" part that presents the challenge.

It wasn't done on time for any good reason. Lack of help, time, resources, interest. Nothing I would be able to put into a corrective action. It's a pretty specific process and not any internal auditor can complete without a subject expert available. We will have it ready for our May audit, but there will be several actions that will be identified but not be corrected.

The audit is broken into two sections. A system section, which an internal system auditor could do. One section would be completed. The job audit would need involvement of an expert (process engineer?).

Remember it is a self-assessment.

Chrysler requirement:

4.2.9.2.3 Coating Processes
Clause 8.2.2.2 of ISO/TS 16949:2002 requires that the organization shall audit each
manufacturing process to determine its effectiveness. Applicability and effectiveness of coating
processes shall be determined utilizing CQI-12 Special Process: Coating System Assessment
published by the AIAG. The effectiveness evaluation shall include the organization’s selfassessment,
actions taken, and that records are maintained.
This requirement shall also apply to coating suppliers to the organization pursuant to Clause
7.4.1.2 (supplier development clause). For Chrysler, all suppliers coating components shall
comply with CQI-12. Required implementation of CQI-12 Special Process: Coating System
Assessment is 7 January 2008.
Note 1: 2nd Party assessment by a competent auditor and meeting the above requirements will
satisfy the self-assessment requirement.
Note 2: Implementation effectiveness should be based on evidence that the organization has a
process in place that includes elements such as auditors identified, schedule for self-assessment
in place including schedule adherence, supplier development process identified for applicable
suppliers, monitoring of progress, defined corrective action process and record-keeping.

I'm not sure if this is what you were asking for...This is straight from the Chrysler Specific Requirements:

I have 1 question, how far down the supply train does the requirements go for CQI audits.

Example - 1st tier supplier provides finished transmission. Does CQI on the parts they manufacture. They also purchase finished parts so 2nd tier supplier does plating, heat treatment etc so do they need to do CQI audits, some of the 2nd tier suppliers buy components that have heat treatment, so does the 3rd tier supplier need to conduct CQI audits, and if the 3rd tier supplier contracts out to a 4th tier supplier for thye heat treatment do they need to do the CQI audit. It is not that clear in the TS16949 customer specific requirements and could be read as only 1st tier suppliers and 1st tier suppliers contracted out parts for special treatment.
