Quick background. I have recently converted the H&S Manual for our organisation to comply with OHSAS 18001. We will probably not go for certification, just compliance to the principals.
The question I have is that we do have 9001 and 14001 audited. Now in order to properly index and reference all three documents as a single whole it would be preferable to cross-reference/associate the documents section by section and tie them all to work instructions also.
My questions are the following:
a) Direct - If a document in the ISO 14001 refers to a document in the H&S Manual (say for example, the Fire section indicates that a similar section is in the H&S Manual - as it is an associated document.)
b) Indirect - If a document in ISO 14001 refers to a Work Instruction. This Work Instruction is also used within the H&S Manual (which can be seen via the document control system / Master Index). So, there is an indirect reference to the H&S Manual from the ISO 14001 EMS.
The question is, does this make the H&S Manual auditable under the 9001/14001 audits?
