Cross-Referencing ISO 9001/ISO 14001/OHSAS 18001

Quick background. I have recently converted the H&S Manual for our organisation to comply with OHSAS 18001. We will probably not go for certification, just compliance to the principals.

The question I have is that we do have 9001 and 14001 audited. Now in order to properly index and reference all three documents as a single whole it would be preferable to cross-reference/associate the documents section by section and tie them all to work instructions also.

My questions are the following:
a) Direct - If a document in the ISO 14001 refers to a document in the H&S Manual (say for example, the Fire section indicates that a similar section is in the H&S Manual - as it is an associated document.)
b) Indirect - If a document in ISO 14001 refers to a Work Instruction. This Work Instruction is also used within the H&S Manual (which can be seen via the document control system / Master Index). So, there is an indirect reference to the H&S Manual from the ISO 14001 EMS.

The question is, does this make the H&S Manual auditable under the 9001/14001 audits?

Anything which your certified system(s) use and refer to is subject to audit.

Assume your OHS manual or any other OHS document is an external document; if your QMS and EMS refers to that external document, it is subject to audit.

However, in your case, when QMS or EMS refers to a clause, paragraph or a section of any OHS document, then the auditor will check only that part, not the whole manual, document or OHS system. But, also keep in mind, if you refer to an OHS document and there is another reference in where you referred to previously, then that new referred OHS document is subject to audit, too.

ISO 9001:2008 clarifies the Documentation Requirements in a 'note' at the end of section 4.2.1 as
A single document may address the requirements for one or more procedures. A requirement for a documented procedure may be covered by more than one document.
It shows that since the documentation requirement of 14001 is, in part, covered by the H&S manual, it is very much auditable. Now, while it's a part of your EMS, it has to be controlled per 4.4.5 Control of documents (ISO 14001)
Documents required by the environmental management system and by this International Standard shall be controlled.

No, if the auditor(s) are competent and well informed. Every audit has a scope and criteria. If I am auditing an organization's QMS and EMS, I must not delve into issues beyond these management systems. This issued has been discussed extensively here. For example in the Health & Safety in ISO 9001:2000 Audits - OH&S Regulations thread.

There might be some grey areas between E and H&S and Q. However, for the most part, even if you have an integrated SHEQ program, auditors must stick to the boundaries of the audit. Are there any requirements in ISO 9001 and 14001 for occupational health & safety? No. Thus, keep away Mr. Auditor.

It's not a matter of auditing the H&S issues while auditing QMS or EMS. What is auditable is not the H&S system but the document (titled as H&S manual) which contains some procedures or work instructions required for his EMS and is referenced in the 'auditable' documents (of EMS).

If the H&S Manual contains documents that are part of the EMS, then those relevant documents are definitely auditable because they are part of the EMS.

Yes, certainly they should be. And even if the OP's OHS system is not certified, this particular document (H&S manual) needs to be controlled per relevant requirements.

Hi !

My answer: if the "X"MS to audit in a company includes some documents shared with another "Y"MS, then these documents must be audited.

But these documents must be only audited in comparison to the "X"MS standard requirements (and not the "Y"MS standard requirements).
