Customer survey question service - What a company should be willing to pay

I'm in the process of having a web based customer survey created for my company, and was curious what a company should be willing to pay for this type of service. Here's a little background, the programmer is my cousin, he just happends to be a IT grad student at RIT, computer genius, but he has no idea of the current rate for charging for something like this, and I have no idea what to offer. I'm coming up with the questions, he's doing the rest, and it will be fully automatic down to what charts and graphs it gives me. It will even notify me when people repsond. Should take him a day or 2 to complete.

So, How much is too much, or too little?

By the way, I've fallen in love with the cove as a resource.

I did a quick search online and there are various sources that list salaries for computer programmers. From there you could break it down to an hourly rate. It would then be best to decide if you wish to pay him an hourly rate or a base rate (figuring 2 days max of work).

CNN Money had an article from a few years back that stated entry-level programmers made $40,800 on average. But you might wish to find out what the salary is for your area as opposed to a national average.
 
This is actually his 2nd degree from RIT (Masters in IT/CS) he's consistantly in the top of every class, and is always looking for additional work. He's one of those people that absolutely loves what he does, and would do it for free if he had money to support himself. He'll be graduating with his Masters in May.
