Customers assessed as Suppliers - Sub-Contractor request

Hi All,

I would like some help with a situation that has just come to light.

I work as a Quality Manager for a new medical devices company, and we utilise a Sub-Contractor to build our PCB boards. To enable them to do this we supply the 'off the shelf' components, after quality inspection at our premises. They have requested a copy of our ISO 9001 certificate (even though we are certified to ISO 13485) as they are updating their Supplier records. Is it normal practice to assess your Customers as Suppliers when they provide you with their own components? I would have placed this under clause 7.5.4 Customer property. Is it perhaps a requirement of ISO/TS 16949, the certification held by the Company concerned, as I am not familiar with this standard?

Your help with this will be very much appreciated.

I see their logic. You are a supplier of components, as far as there PCB product is concerned. That said, ISO 13485 certification should be fine in place of ISO 9001.

Thanks for that Rich, that is the approach I thought they could be taking. However, if they are assessing us as a Supplier, what would happen if we fell off their Approved Suppliers list because a few of our deliveries were late, or we sent the wrong components. Will they then no longer accept our components, and therefore force us to find an alternative sub-contractor? That seems to oppose the requirements for Customer Satisfaction.

Their system should make accommodation for a sole source supplier.

The answer lies in their procedure for supplier control. There should be some flexibility built in. Here I have a category for suppliers called "preferred". Even if a supplier does not meet my approval requirements I prefer to use them for a good reason which is documented.

Thanks for the replies, I think I'm just feeling a little uneasy about being assessed in any way by a Sub-Contractor. It's also quite strange how I've received a request to confirm our credentials, but nothing in relation to how satisfied I am with the service they provide.

You can develop a supplier rating system and issue reports.

Hi Al, I already assess my Suppliers and provide reports to the under-performers. This Company is due a Quality Audit, so their system for handling Customer Supplied Materials will be included in the itinerary.

My question is do you supply them the material, or do you sell them the material. It makes a lot of difference. If you supply them the product, I do not think you qualify as a "supplier". You are their customer, and the product you supply is customer supplied product, not purchased materials.

Now, if you sell them the material, and buy it back, then it is a different story (and more complex).
