Hello Friends:bigwave:

Please guide me in defining the quality objectives in term of Effectiveness and Efficiency of various departments( i.e.Production ,Quality, Engineering, Top management ,QMS) in a manufacturing Company.

For Example

quality objectives for Company Level

Effectiveness :- To increase customer sastification.
Efficiency :To reduce cost in all spheres of activities.

You could measure scrap rates and/or reject rates for manufacturing and set goals to reduce those rates.

I'm not sure if this is what you are asking for? Do you mean how should you divide the company G&Os? I would say look at all of the company goals and decide which department can contribute to each goal, then just document what can be done. If I were the one writing the G&Os I would make them measureable as well.
General Example:
Company Goal = increase customer sat
service department goal = decrease on hold time
trouble shooting department = decrease response time
installation department = decrease installation time
sales department = decrease follow evaluation time

Example that is measureable:
Company Goal = increase customer sat by 15%
service department goal =decrease av time that customer is on hold by 3 min per call
trouble shooting department = decrease av response time by 1 day per call
installation department = decrease av installation time by 4 hours per piece
sales department = decrease follow evaluation time by 2 weeks per sale

Actually i think it doesn't matter.
There's no rule in defining quality objective. Normally top management should have a short term and long term business plan. The quality policy could be defined based on the business plan. Then quality objective of each department could be established baed on the quality policy.
As long as quality objective is define, monitored, analysed and appropriate action taken in the event of short fall, that should be fine.
But as far as i concerned, quality objective shall be measureable.
