Delayed PPAP - Supplier has delayed providing PPAP for 2 years

Hello,

I have a question about PPAP and the TS certifications; I am not the quality person but I am the buyer. We have been waiting for two years!! for a PPAP on a major component in our production from our major TS16949 supplier. My question is what is our rights as the customer to force them to give us the information. They have been producing the components on a deviation until the PPAP is approved so we can actually sell something. Currently our only threat is we don't pay for the tooling until PPAP is completed and accepted but, seeing they have been waiting two years to get paid for the tooling then....

You have two immediate options:
  1. You can waive the PPAP requirement--it's been two years, and I'm not sure what you think the PPAP will do for you now.
  2. Your company gave permission to ship (indefinitely, apparently) and your company can rescind that permission. No PPAP, no more shipments.
#2 would be my preference.

The PPAPs that have been trickling in have shown some serious problems on points in the product not serious enough that it would cause problems in production but it has shown twisting in the component. The deviation is a temporary authority to ship but the PPAP must be done. If we pull the deviation then we can't manufacture anything.

And the supplier can't sell you any product. Maybe a showdown is in order. If not, waive the PPAP requirement and get on with business, which might include looking for a new source.

Yep they have been supplying us for nearly 40 years and have been looking for another supplier for the last 20. We found another supplier but they bought it and destroyed the facility.

What type of products are you purchasing? I assume you have a waiver from your customer, unless you are the end customer? Are these parts in production yet?

James we are the final step before the customer. We require all of our suppliers to have TS16949 the supplier we have is a major supplier for us without them we cannot produce the end product. I purchase BIW (Body in white) all products are in production.

Do you have a waiver from the customer for no PPAP on this product or is your company creating the PPAP's?

Have you begun in earnest to source a new supplier? I assume these parts are in production or close to job #1?

Basically you either refuse to accept parts from this supplier or stay as status quo. I know is not what you really want to hear, and not accepting parts could force your company out of business, but by accepting things the way they are they will never change.

This definately a bad time for any company to be in this position and i'd hate to see a business fail, but quality can't be sacrificed for the bottom line.
