Department Expansion as a Quality Objective?

Would the following be acceptable as a yearly Quality Objective?

"Expand the QC department from 1 to 3 three people in order to increase the volume of audited items."

Without knowing more, it seems that the real objective is to increase the outgoing hardware quality, by raising the level of product audit, being accomplished through additional (human) resources.

In that case, the increase of manpower is just the means to achieve the real objective.

You could probably state that as an objective, but is the intent to increase headcount or increase audits conducted/product quality? Maybe you could state that the objective is to "reduce defects shipped/increase audits from X to Y by adding audit resources" or something similar.
