Design and ISO 14001

Is it relevant for an organization performing only design to implement ISO 14001?
I am not talking about eco-design etc, just the importance of a mgm. system based on ISO 14001 for this kind of organization.

ISO14001 may apply to the way that they run and manage their own business as well as the products that they are designing........

I think it is too much applying at the products they design.... in that case there is a huge no. of env aspects for organization (e.g. if designs a dam or any complex product).

One of my questions would be "What environmental performance do you intend to improve upon?"

Another question would be "What is the intended Scope or your EMS?"
