Not exactly spelled out, is it?!?!
I tend to use that time to also confirm that the activities in the SW Dev plan were followed and that we can demonstrate compliance to any relevant standards (e.g., 62304).
I also make sure that CM was done such that the binaries can be rebuilt at any time; e.g., all CIs properly captured (including the build environment).
Depending on how you deploy, there could be some things. One "design transfer" could be to ensure the setup for deployment is correct (is the location "transferred" to manufacturing [or whomever installs], is it adequately protected there, etc.). We like to embed a checksum to ensure the install is not corrupted (can be checked at install time and at startup). Ensuring that checksum is communicated and incorporated into manufacturing is also what we do.
I've yet to have a reviewer poke into software design transfer so as long as you do what makes sense, you should be ok.
