Can a process owner be defined by position, or does it have to be as person (by name)? :read:

Also we have a document control representative - typically this is also the management representative- approve all documents, as well as the process owner- which is usually the manager of the department that the document relates to (i.e. manufacturing docs are approved by operations manager, inspection docs are approved by QC manager, etc.).

The process owner is not necessarily the person who does the work. The process owner is the person who knows how the process actually works.

The process owner usually is also the owner system of the documentation that is used to control their process.

Initially, the process owner is often named but as the management system matures it ensures a relevant job title has the competence necessary to become the process owner.

Processes tend to be multi-departmental and are more focused on the customer than departments are. Making department managers responsible for processes that are shared by other departments can be problematic as departments fight processes for power. Some organizations claim to be process-oriented but continue to allocate budgets to departments for example.

Some department managers naturally are process owners as with Purchasing and Engineering but even they may choose to delegate to a process owner.

Better to decouple department leadership from process ownership but you have to determine what works best for your organization and its customers.

In my experience, the Process Owner is the management level person who is responsible for the objectives and performance of the process. They not only know the performance (or should) but they are responsible for it, developing the objectives and also for the results, resources needed etc.
