This is a drill down (did I just create the next week's version of TQM?) process.....
Start with blocks.....
stuff in.....things done to stuff.....stuff goes away.....
Now, drill down from the block of things done to stuff.....
Define.....as Marc correctly says, the flow diagram.....then further down if necessary to functional level.....
Next.....identify SUPPORTING processes.....purchasing, calibration, etc.....
For purchasing, identify critical and non-critical items and control them, use Corporate purchasing.....
For calibration, find a lab accredited to ISO/IEC 17025:2005 by and ILAC signatory body and outsource the calibration.....and remember, calibration don PROPERLY is not cheap.....

Back to the flow.....
Now that supporting processes are dealt with.....identify procedures, training needs, qualified people, etc., for each of the smaller blocks.....
Now you can identify likely choke points and issues.....
That now will give you a good idea of th kinds of things that need to be done and what resources (e.g., people) you will need.....and maybe just as important.....you can develop short/medium/long term action plans.......
